The graveyard was where some of the many corpses in the FAYZ were buried. It was created by Edilio with a backhoe.
E. Zellicoe and Duck's bodies couldn't be recovered, so they received badly-crafted crosses instead.
It is unknown if criminals like Zil, Hank, Antoine and Lance were buried. It is also unknown if Harry and other dead characters were buried there.
Mary is not buried in the graveyard, however she receives a marker, acknowledging her death.
After the FAYZ, the graves were replaced with proper gravestones at the request of Albert and the Albert Hillsborough Foundation. To begin with, authorities make the mistake of thinking it a fake graveyard, and are shocked when they realize the truth. Characters who died in the final battle such as Caine, Brianna, and Orc receive markers. It is unknown if they are actually buried there, although Caine will not be due to his remains being unrecoverable.
